The author states that the tourism has become the highly profitable sector of the global economy; however, there are no cardinal changes in Russian tourism. According to the author's opinion, one of the reasons is that there are no large tourism associations and corporations which are able to realize the large-scale investment projects. Transformation of approaches to the development of the regional tourism strategies which are focused on the tourism vision as the sphere of small-scale business is necessary.
