Reporting session for CEOs of KarRC RAS scientific subdivisions completed successfully

On February 4, the KarRC RAS Academic Council resumed its work. During the second day, reports on the 2025 results were presented by the Institute of Applied Mathematical Research, the Institute of Economics, the Institute of Linguistics, Literature and History, and the Department for Multidisciplinary Research. The reports covered all aspects of the scientific divisions’ activities – core research themes and lines, major scientific achievements, implementation of state assignments, work under commercial contracts and grants, financial situation, publication activity, and personnel management.
The KarRC RAS Academic Council proceeded on February 4 to hearing reports from the CEOs of another four scientific divisions.

The first report was delivered by the Institute of Applied Mathematical Research. The institute has fully implemented the research planned for the reporting year under three state assignment themes. The research results were published in 75 papers. Five software and database registration certificates were obtained.

As reported by Anna Retiteva, Dr. Sci. (Phys.-Math.), Director of the Institute of Applied Mathematical Research KarRC RAS, the key scientific outcomes were the following: Galton–Watson forests generated by a critical branching process were studied and some significant scientific results were achieved; a theorem complementing the classical Pontryagin–Schnirelmann theorem was proved; a novel approach using adaptive control was proposed for the problem of opinion dynamics control under parameter uncertainty.

Some scientific results can already be applied in real life. E.g., a methodology has been developed for collecting data to build a Wardrop model using the Yandex Maps API software tools. The use of navigation aggregators allows for a more accurate assessment of the road network capacity.

The institute also conducts joint research with colleagues, e.g. working together with the Institute of Linguistics, Literature and History to integrate the "Toponymy of Karelia" (TopKar) geographic information system with external databases through the mechanism of persistent external identifiers.

In 2025, the Institute of Economics KarRC RAS conducted research under a state assignment, one Russian Science Foundation project, and two commercial contracts. The research results were published in 109 papers.

Among the most significant research outcomes achieved in 2025, the Institute's Director, Dr. Tatiana Morozova, especially highlighted studies on the challenges of economy decarbonization. The results of these studies were published in the high-ranking journal Voprosy Ekonomiki. The authors of the work proposed and tested a method for determining the carbon price that balances the interests of different generations, accounts for regional disparities, and takes into account greenhouse gas emissions. The research established criteria and mechanisms for carbon pricing, as well as measures to maximize the positive effects of economy decarbonization.

The institute also explored the evolution of Arctic territories related to high monopolization in interregional resource markets and the associated pricing mechanisms and benefit distribution. This situation reduces the internal production scale effects, causing the local economy to enter the global economy with low added value, and ultimately leading to population decline and deterioration of workforce quality.

One of the institute’s studies focused on the impact of sanctions on the behavior of businesses in the border regions of Russia’s Northwestern Federal District, after Western partners had terminated joint business operations. The results underscore the need for a renewed trade policy, including reorientation of Russian businesses toward domestic markets. Such a policy is a chance for industrial companies to start adopting domestic technological solutions.

The Institute of Linguistics, Literature and History last year implemented research within 39 projects, including 5 state-ordered themes, 3 RSF projects, 1 project funded by the Russian Geographical Society, and 24 contracts. The main results of research by the ILLH KarRC RAS were published in 105 papers.

As reported by the Director of the Institute of Linguistics, Literature and History, Dr. Irina Novak, key basic research results include Alexei Tarasov's work "Russian-Karelian-Type Chopping Tools: Material Production and Exchange in Northeastern Europe During the Late Neolithic/Chalcolithic Period", as well as the publication by Denis Kuzmin, Irma Mullonen, and Ekaterina Zakharova titled "Livvi Karelian Villages from A to Ä: A Dictionary of Populated Place Names".

Major popular-science results are reflected in the books "Even They Who Laugh Have Grief at Heart" (compiled by Eino Kiuru and Elina Kemppinen) and "Tales and Bylinas of Timofey Efimovich Turuev" (compiled by Nikolai Bogdanov, prepared for publication by Valentina Mironova).

Another output produced by the institute's researchers is a series of high-performance network services – word-form generators for inflected parts of speech within the VepKar corpus. Furthermore, a request for the transfer of linguistic paradigms along with texts and lexical materials has been received from Yandex, a company developing online translation tools for the Karelian and Vepsian languages.

It should also be noted that last year, the ILLH celebrated its 95th anniversary. As part of the anniversary events, a new online scientific journal, Studia Nordica, was launched.

The KarRC RAS Department for Multidisciplinary Research has fully implemented the studies planned for the reporting year under six state assignment themes, three RSF projects, five commercial contracts, and one government contract. Based on this research, department staff have published 58 papers.

The Department Head, Dr. Olga Bakhmet informed that the department’s specialists carried out extensive studies of both fundamental and applied nature, some of which were conducted jointly with colleagues from other scientific divisions of the KarRC RAS.

An integrated expedition was organized and surveys were carried out in the Paanajärvi National Park, involving staff from other KarRC RAS institutes. The aim was to identify patterns in the natural successions of forest ecosystems in a low-mountain northern taiga landscape in relation to the altitudinal gradient. The results show there is significant potential for revealing the adaptation strategies of woody plants in the Arctic and for forecasting their changes.

The workshop series "Integrated Development of Arctic Territories: Expert Opinion" continues at the KarRC RAS. The workshops serve as a platform for discussing research results and initiating new interdisciplinary projects by KarRC RAS scientists under grants from the Russian Science Foundation and the Arctic Research and Education Center.

In 2025, a series of open seminars titled "Introduction to the Fundamentals of Artificial Intelligence" was launched.
The KarRC RAS Biomedical Research Center has conducted a first study of the prevalence and confirmed the significance of lipoprotein (a) as an independent marker of cardiovascular risk. Enhanced clinical guidelines may include measuring LP(a) once in a lifetime for personalized assessment of the risk of developing cardiovascular diseases.

A general conclusion is that all institutes continue their efforts in training scientific personnel, pay much attention to organizing and participating in various international, national, and regional conferences and seminars, and are also committed to developing international cooperation. Other important areas of activity are expert services and science communication.

However, many speakers also highlighted problems related to the lack of funding for attracting young researchers, continuing the studies started previously, acquiring the necessary equipment, and conducting fieldwork.

Responding to these concerns, KarRC RAS leader Olga Bakhmet urged colleagues not to rely solely on government funding but to show persistence and proactivity in extrabudgetary fund-raising.

- The development of institutes, keeping the personnel, as well as many other matters are directly dependent on our active stance. We must initiate multidisciplinary projects, write applications, join efforts to fight for non-government funding – whether grants from funds, money from potential customers, or international projects, -- summarized Olga Bakhmet.

Wrapping up, KarRC RAS leader invited the participants to come to the traditional joint session of Academic Councils of KarRC RAS, Petrozavodsk State University, and RANEPA Karelian Branch dedicated to the Russian Science Day and 80th anniversary of the KarRC RAS.
